Turnkey PCB assembly combines agreed material procurement and board assembly into one project scope. The term does not automatically settle responsibility for design changes, excess inventory, test development or final product integration. Define those items before comparing offers.

Define the work and deliverable

Use a responsibility matrix to identify who buys bare boards, purchases each component, approves alternatives and releases the assembly data. A partly consigned project can still have coordinated purchasing, but supplied materials must have a documented receiving and shortage process. Clarify ownership of unused materials and any purchasing commitments that survive a quantity change.

Files and requirements to send

  • The released BOM with exact part numbers, approved alternatives and lines reserved for customer supply.
  • Board fabrication and assembly files, expected build quantities and the timing of material authorization.
  • The required testing, programming, packaging and shipment scope, including anything quoted separately.

Decisions to close before release

Decision What to confirm
Procurement authority Identify who can place material orders and approve price, quantity or source changes.
Substitution control Require written approval of proposed alternatives before their use in the build.
Inventory exposure Separate consumed material, purchasing minimums, attrition allowance and residual stock ownership.

A practical planning example

A quotation for 100 assemblies may require buying more than 100 pieces of one component because of purchasing multiples. Compare the total purchase commitment and the treatment of the remaining stock, not only the cost allocated to each assembled board. Ask how a later revision affects that inventory.

Does turnkey automatically mean a complete working product?

No. Confirm whether programming, functional testing, enclosure integration and final packaging are included. A coordinated board build and a shipped finished product have different acceptance requirements.

Compare the complete proposal

Ask for the included work, exclusions, setup charges, material responsibilities and schedule dependencies in writing. Use the quote comparison checklist to keep the same configuration and acceptance scope across offers.
